The criteria for the MOAA Medal and Certificate is listed below:

EXTRACT: APPENDIX H: MOAA ROTC AWARDS PROGRAM AND MEDALS The purpose of the MOAA ROTC medal is to recognize an outstanding cadet or midshipman or JROTC cadet who Is in his or her next-to-last-year in the program and who has demonstrated exceptional potential for military leadership, (academic achievement in the case of the Marine Corps JROTC Program). The medal cannot be used for any other purpose. The school ROTC unit can recommend only one award per year to only one ROTC member. All military services have officially approved the medal for presentation.

To be eligible for a MOAA award a candidate must:
Be in the next-to-last year of an ROTC or JROTC program.
Be in good academic standing.
Demonstrate a high degree of loyalty to the unit, the school, and the country.
Demonstrate an exceptional potential for military leadership.

Eligibility requirements for the Marine Corps JROTC are a little different:
Be in the upper 10% of the high school class.
Have an “A” average in the Marine Corps JROTC academic subjects.
Be assigned to an “officer” billet.
Be nominated in the junior year.

No more than one award can be made each year to any one ROTC or JROTC unit. No individual is eligible to receive the award more than once. The individual is selected the unit commander who coordinates with the local MOAA Chapter. This program is an excellent way for our chapter to gain exposure in the community, and at the same time, foster a positive military recognition among the youth and families of the community. It certainly deserves our full support.
